1. Executive Summary

The Spanish Pathway Program is a strategic initiative designed to create a structured academic and Vocational bridge for students, Professionals in the global markets to access higher education and Vocational Opportunities in Spain. This initiative aims at the of promoting Spanish higher and vocational education through structured language proficiency, Vocational Practical Training and academic readiness programs.

In this initiative, the authorized Spanish training partners from Spain are  responsible for delivering the Spanish Language Proficiency Program and supporting academic preparation aligned with university entry requirements in Spain and Vocational Education programs placement.

The program aims to provide academic sponsorship and Career development opportunities for eligible students and professionals pursuing undergraduate and postgraduate studies and Career Development in Spain, thereby positioning Spain as a preferred destination for international higher education and professional development


Objectives

•To promote Spanish higher education institutions among international students

•To promote Spanish Vocational education institutions among international Professionals

•To develop Spanish language proficiency (A1 to B2 levels) as per CEFR standards

•To prepare students academically and culturally for studying in Spain

•To prepare Professionals with skills and expertise required for the Global job market

•To create a structured pathway for professional placement at vocational education

•To provide access to fully sponsored academic opportunities for qualified students

•To strengthen educational collaboration between Spainish Institutions and MENA region Institutions

Roles & Responsibilities Agreement

This document outlines the roles, responsibilities, and operational scope of each party involved in the delivery, promotion, and management of the academic program.

Party A – Academic Delivery & Quality Assurance

Party A shall be responsible for all academic design, delivery standards, and student learning outcomes, including but not limited to:

•Providing qualified faculty members and expert trainers for program delivery

•Planning and managing trainer schedules and academic calendars

•Designing and developing the program curriculum, syllabus, and course structure

•Defining learning outcomes, competencies, and academic benchmarks

•Conducting and planning quarterly assessments to monitor student progress

•Preparing students for final examinations and academic evaluations

•Ensuring academic quality, consistency, and compliance with international standards

•Supporting continuous academic improvement and content updates

Party B – Program Authorization, Certification & Administration (Arkan)

Party B shall be responsible for program positioning, certification validation, and administrative control, including:

•Promoting and establishing the credibility and authenticity of the program

•Ensuring and facilitating that successful students are eligible for free higher education opportunities in Spain (as per agreed conditions)

•Coordinating with the Spain Embassy in the UAE for:

•Conducting physical examinations twice per year, or as required

•Ensuring compliance with examination protocols and standards

•Managing student fee collection through its official website

•Structuring and implementing two-installment payment plans

•Developing and maintaining the online admission system, including:

•Detailed admission forms and Student registration workflows

•Publishing and managing:  Examination schedules and Results and official notifications

•Retaining 31% of the total program fee (exclusive of VAT) , charge VAT extra on fee

•Transferring remaining share to SwedTEFL (PartyC) for further distribution among partners.

•Financial & Legal Responsibility: Shall bear all financial and legal liabilities related to: Fee collection, Students coordination etc.


Party C – Marketing, Technology, Operations & Program Execution

Party C shall be responsible for end-to-end program execution, marketing, and operational delivery, including:

1. Marketing & Student Acquisition

•Leading global and UAE-based marketing campaigns

2. Conducting student counselling and pre-enrollment engagement activities

•Driving lead generation, conversion, and enrollment growth

•Managing branding, outreach, and promotional strategies

3. Learning Management & Academic Operations

•Providing and maintaining a robust Learning Management System (LMS) including:

•Program modules and structured syllabus

•Study materials and academic resources

•Recorded video lectures and live online sessions

•Enabling online assessments within LMS for:

•Quarterly progress evaluation and Automated report generation

•Maintaining: Student attendance records , Academic performance tracking

•Learning analytics for continuous improvement

4. Examination & On-Ground Execution

•Coordinating and managing physical examinations at the Spain Embassy (UAE)

•Handling all on-site logistics, including:

•Student coordination

•Examination setup and supervision

•Compliance with required protocols

General Terms

•All parties agree to collaborate in good faith to ensure program success, quality delivery, and student satisfaction

•Roles are clearly defined and non-overlapping, ensuring accountability and operational efficiency

•Any modifications to roles, responsibilities, or financial arrangements shall be made only through mutual written agreement

This proposal is presented by SwedTEFL UAE to Arkan for Training, Research and Management Consulting, Abu Dhabi, for the joint organization of a premier international event titled:

World Education Conference & Expo 2026

The event aims to bring together global education leaders, universities, policymakers, and industry experts to address emerging challenges and opportunities in the global education ecosystem.

The event will be branded under Arkan as the Organiser, with SwedTEFL UAE as the

Official Event Partner and Co-Organizer.
